监督和控制也是会计的基本职能,在经济管理中所起的作用不可替代。会计的监督职能,是指会计贯穿于经济管理的全过程,能够记录并反映其所有的经济活动,对于的企业在经济管理中行为是否合法、是否遵守会计准则、有效性都起着监督、控制、指导的作用。会计的控制是会计基本职能的进化发展,是在先进的管理理念之下应经济管理的要求而演变出来的。会计控制,即会计除了为经济的管理层提供管理依据和生产经营决策的制定提供有效参考信息,也要参与到经济状况的预测和决策的制定过程中去,改进并完善经济管理的控制职能。任何企业若想完成自己的运行计划或达到预定的生产经营目标,不仅需要及时掌握信息,还要充分利用已知信息和既有资源形成反应迅速、行动有力的管理指挥体系,保证企业经济运行良好、资本的转化过程顺利,有效的完成企业的计划目标,并使企业的额外损耗最大程度的`降低下来。企业成本费用的支出和产品销售过程的顺利结束等都需要会计的监督才能完成。其他与计划不符、违法法律法规的经济活动,也需要通过会计反映出来以及对其进行控制把关,找出问题的症结所在并提出有效的解决方法,让管理人员能够及时采取有效措施扭转不利、降低损失,提高经济管理的效率,确保目标的实现。会计的控制职能在企业目标的控制方面作用更大,原因是所有的经济主体从事的一切经济活动、采取的每一步行动,其目标都是为了在激烈的市场竞争中生产和发展下去并不断提高其经济效益。因此,企业需要对其在经济活动过程中发生的所有成本支出、经营效益进行客观的科学的经济评价,而评价的基础也是一种会计控制的评价方法,并且应用广泛。采用这种方法,最显著的结果是能够使企业的生产成本降低但产品售价保持不变。成本降低、售价不变,那么利润就能增加,即企业的经济效益得到了提高;成本降低,即企业的资金投入减少,从而投资风险就降低了,这相对地也提升了企业的风险抵抗能力和市场竞争能力;成本降低,即资金的占用减少了,流动资金相对地增加,这能降低企业的财务风险。成本控制的效果高低对于企业在市场经济中的的竞争和发展关系重大,因为成本控制在企业的经济管理中属于最基本、最经常的一种管理活动,如果一个企业不能对成本进行控制,那么其正常的经济管理就无法进行。成本控制是经济管理活动的核心,即企业的经济管理若想发挥其控制职能,就必须通过会计的控制来完成。
